How to make it ON/OFF ?

I have this OFF:
bind W "+forward; g_teamcolor_myteam 0.5 1 2; g_Teamcolor_allies 0.7 0.3 1 1; g_Teamcolor_axis 0.6 0.6 0.6 0.4; sv_clientsidebullets 0"

and I made second config with ON:
bind W "+forward; g_teamcolor_myteam 0.5 1 2; g_Teamcolor_allies 0.7 0.3 1 1; g_Teamcolor_axis 0.6 0.6 0.6 0.4; sv_clientsidebullets 1"

and binded these cfg by "exec 1.cfg" etc. And dont work...

btw. anyone knows that these commands are allowed in clanbase/esl?
bind W "+forward; sv_clientsidebullets 0"
bind W "+forward; cl_anglespeedkey 0"
bind W "+forward; phys_bulletspinscale 0 "

how to make it on/off
bind W "+forward; sv_clientsidebullets 0"
without exec command.

bind x "toggle sv_clientsidebullets 0 1"
