and
someone said that ill hav to add this everytime the server restarts=S
even if i add this to the server config???

as long as you have it in the server config, you should just need to add +mp_rotate to your launch command or what have you. My server is Linux and I access through ssh, and my launch command if I remember right is ./cod4_lnxded +set fs_game mods/promod +exec promod.cfg +mp_rotate
