Preliminary results have yielded an fps boost (on my end) anywhere from 40-200fps in some places.
biggest factors that attribute to fps gains and losses are:
resolution. Higher = more crisp picture at the expense of fps
texture quality (r_picmip mostly) a difference from 0-1 resulted in 8-10fps drop.
Operating system and rig. Win xp will always out perform win 7. Estimates can be anywhere from 40-120fps difference.
Anti aliasing. This is nice on lower resolutions to get rid of the stair step graphics on everything. Using AA has about the same impact on fps as texture quality. A setting of 2 has anywhere between 8-10fps diff. Either you use No AA or increase your resolution to avoid aliasing. If it doesnt bother you then no worries; for me it does.
I will release the config soon. I'm included all of pretty much of what i've used and or found. I excluded r_exposure as its annoying on some maps and you cant toggle it or even bind it to change per map. I exclude r_effectlimit because of a couple reasons:

setting the r_effectlimit commands with values higher than like 10 will result in this constant console spam. The vertex limit is reached and therefore leads to glass (after being broke) disappear and re-appear on screen. Somewhat annoying. I cannot get it to go away permanently.
