Today I read something on two German websites regarding the status of Modern Warfare 2 in Germany. It was advertised as being uncut and having all levels of the US version. The press department of Activision stuck to this story until some people from two websites, one specializing in cut, edited and altered material, were told by someone at Activision that the official take might not be too accurate and therefore asked again in more detail.
The end result is that the player cannot shoot civilians in the airport scene already popular before release; cops shooting back can be attacked. If the player shoots any civilians, he is greeted by a "Game Over" screen. That the undercover agent is supposed to gain the trust of the infiltrated terror cell does not make sense in this case.
A message from the public relations department at Activision did not consider the alteration as censorship, as everything would still be seen. Or so they tried to spin it.
Localized games, just like films, usually are not only cut, edited or altered in Germany, they also tend to be really badly overdubbed. It is a mess for everyone with knowledge of the original versions. Instead of accepting that the average German's command of the English language is rather poor, the outstanding quality of the overdub is frequently mentioned. A mess is still a mess.
In any case, the marketing does what it is supposed to do and the censors do it alike. It is spun not as a step back, but for the benefit of a strange understanding of care.
"Killerspiele" - more or less "killer games" - were supposed to be banned completely in Germany, if some of the hardliners had something to say in the matter. This very popular title might be used for hysterical approaches to the subject, as a comment suggested.

Yes, show them who is in charge.
The developer or the publisher will not care about a few less copies sold, even if it is in the thousands. Put it in perspective.
